GOLF COURSE HEALTH & SAFETY INFORMATION & RISK ASSESSMENT 2020

The following information identifies the main hazards that members and visitors to Crail Golfing Society may encounter while playing, practising or walking the golf course. It does not contain a definitive list of hazards, as by the very nature of the game of golf, it is impossible to eliminate risk entirely.

All players and visitors are expected to adopt golfing etiquette by not playing a golf shot if there is the remotest chance of injuring someone, or by walking in front of a fellow competitor or partner prior to them playing a shot.

Adders are also present on the golf course, and urgent medical attention should be sought if you suffer a venomous bite.  Crail Golfing Society endeavours to fill in holes created by animals. However it is inevitable that there will be rabbit holes etc. that can lead to sprained ankles or worse. Persons playing or walking on the course do so AT THEIR OWN RISK and must not do anything to jeopardize the safety of themselves or others.

FIELDS:

It is prohibited to enter fields bounding the course at holes 6, 7, 8, 9 and 10 on Balcomie and holes 6 and 7 on Craighead, and the SSSI Nature Reserve Areas bounding holes 13 and 14 on Craighead.

CRAIL GOLFING SOCIETY OUTDOOR ACCESS CODE

This Outdoor Access Code is published by Crail Golfing Society having due consideration for it’s Duty of Care to the Public, and to Scottish Law as it relates to Outdoor Access, namely the Scottish Outdoor Access Code, the Land Reform (Scotland) Act 2003, and the Dog Fouling (Scotland) Act 2013.

It should be recognised that the requirements of this code apply to anyone who may choose to access the course(s) for the purpose of recreation.  Further information and guidance may be obtained from the Fife Council Outdoor Access Team on 01592 583239, or at [email protected]

The Land Reform (Scotland)Act 2003 Part1, chapter 2, section 6(1)(e)(ii), and section 7(7)(b) is specific as to how the act applies to golf courses and recreational areas. In summary, golf courses are defined as land over which access rights are not exercisable, except through access by defined paths.

On 24th January 2012 Fife Council formally introduced the Adopted Fife Core Paths Plan.  The Core Paths Maps relative to Balcomie and Craighead Golf Courses can be found at www.fifedirect.org.uk (Core Paths Maps) Map 31 - Crail Area and Map 23 - Kingsbarns Area.

However, it should be borne in mind that members of the public are only entitled to “access rights” to cross over the golf courses via designated Fife Council Adopted Core Path access routes and other signposted routes in order to access the Fife Coastal Path, Constantine’s Cave and Beach adjacent to the second fairway on the Balcomie Course.

These routes are clearly signposted and are recognised by golfers.

The following conditions apply to anyone crossing the golf course(s): that they:

* allow players to play their shots before crossing a fairway.

* do not hinder golf matches in progress.

* follow pathways where they exist.

The designated points of access to Balcomie and Craighead golf courses are as follows:

Balcomie Course:

  1. a) The path to the right of the flagpoles adjacent to the Club House leading to the Fife Coastal Path, Constantine’s Cave and Beach. Whilst this route is not an officially designated Fife Council Adopted Core Path, it has been nominated by the Society as a designated path. Dogs are to be kept on a short lead.

  2. b) The raised track bisecting the fairway of the 7th hole (core path 062, leading to 063) leading to the shelter located at the shoreline from the boundary wall and gate with Balcomie Farm. Before entering the course look immediately left and right for golfers to ascertain it is safe to cross. Dogs are to be kept on a short lead.
  3. c) The access road leading to the Coast Guard Station (core path 078, leading to 066) which bisects the 16th and 17th Before entering the golf course at this point look immediately left and right for golfers to ascertain it is safe to cross, and be aware of vehicular movement. Dogs are to be kept on a short lead.

N.B.  On the grounds of Health and Safety and the Club’s Duty of Care to the Public there is no public access rights to the Fife Coastal Path and Beach via the track from the practice ground car park running parallel to the 13th fairway.  Please note this route is not a designated Fife Council Adopted Path.

The Society does not accept any liability for any injury sustained by the public and their animals due to potential risk of being struck by golf balls and vehicular movement through use of this unauthorised route.

Craighead Course:

  1. a) The access road leading to the Coast Guard Station (core path 078) accessed by turning right immediately before the roundabout on the approach road to the Club House.

    B. On the grounds of Health and Safety and the Club’s Duty of Care to the Public there are no public access rights to Danes Dyke via the gate to the Crail Golfing Society greenkeeping building which bisects the 11th, 12th, 14th and 15th fairways. Nor are there access rights by deviating from the Fife Coastal Path (from core path 066) to access Danes Dyke at the greenkeeping building. Please note this route is not a designated Fife Council Adopted Core Path.

The Society does not accept any liability for any injury sustained by the public and their animals due to potential risk of being struck by golf balls and vehicular movement through use of this unauthorised route.

Please see attached access location photographs for reference.

The Scottish Outdoor Access Code highlights the following requirements for the public to consider:

* that people take responsibility for their actions.

* respect the interests of other people, and,
* care for the environment.

and for dog owners, that they:

* keep dogs on a short lead at all times.

* collect and remove dog faeces from the course and pathways and dispose of in the receptacles provided.

The Land Reform Act (Scotland) 2003 states: “Access rights don’t extend to anyone responsible for a dog which is not under proper control."

Special Access for Club Members

Crail Golfing Society does however permit Club members to access the golf course to walk, or walk dogs, subject to them meeting the above conditions.

Dog Fouling (Scotland) Act 2013

The above Act requires dog owners to clean up immediately after their dogs and dispose of the waste in a suitable receptacle.

Failure to do so is punishable by a Fixed Penalty of £40 rising to £60 if the penalty remains unpaid after a period of 28days.

Dog Bins and “Doggie Bags”

Doggy Bins are located at the head of the pathway to the shoreline from the Club House and adjacent to gate to track on 7th fairway on Balcomie Course. On Craighead Course a bin is located adjacent to the gate to Danes Dyke leading to the greenkeeping building.

These bins are provided for use by dog owners to deposit bagged faeces and are regularly emptied by Fife Council - us?

A supply of doggie bags is available, free of charge from the Golf Club office and Pro Shop during office hours.

Enforcement of Code.

Where an individual is identified as having failed to comply with the requirements of this code in terms of dog fouling or not having control over their dog, the individual concerned may be reported to Fife Council’s Dog Warden or Countryside Ranger.

Thank you for your cooperation.

To help with the review process of our safety information and assessment etc. all Members, Guests and Visitors are kindly requested to bring to the attention of the Manager any incidents that happen on the golf course, or hazards they feel have not been addressed.

Enjoy your golf.
